Established in 1929 by the 41st Legislature, the Board for Lease of University Lands (Board) is responsible for the leasing of Permanent University Fund (PUF) lands for oil and gas exploration and development. The mission of the Board is to maximize the revenue from PUF lands by applying intensive management, accounting, conservation, and environmental programs which improve and sustain the productivity of PUF lands.

The Board is composed of four members. The Commissioner of the Texas General Land Office serves as Chairman of the Board during his/her term in office. Two members of the Board of Regents of The University of Texas System and one member of the Board of Regents of the Texas A&M University System serve two-year terms.

Board meetings are held in Midland, Texas. Board meetings are held twice a year and are open to the public. Meetings are generally held in May and November, and are in conjunction with scheduled lease sales.

Board meeting agendas are posted in the Texas Register and can be accessed via the Texas Secretary of State website. Agenda must be posted seven working days prior to a Board meeting.

John D. White

John D. White was appointed to a six-year term on the Board of Regents of The Texas A&M University System by Governor Rick Perry in 2003 and served until 2009. He was reappointed in January 201 and his term expires February 1, 2015. Mr. White serves on the Board for Lease of University Lands. A Principal in The Southern Funds Group, LLC,  he co-founded and continues to serve as the Chairman of the Board and CEO of Standard Renewable Energy Group, LLC. He currently serves as a member of the Committee on Finance, the Committee on Buildings and Physical Plant and the Policy Review Committee.

Brenda Pejovich

Brenda Pejovich was appointed to The University of Texas System Board of Regents by Governor Rick Perry in July 2010 and was reappointed in February 2011.She is a Regental representative on the Board for Lease of University Lands and serves on the Special Advisory Committee on the Brackenridge Tract. Ms. Pejovich is President of Brenda Pejovich Group LLC and was CEO of Brenda Pejovich & Associates Inc., a large-scale operations consulting firm she sold to a subsidiary of a Fortune 1000 firm. She is Chairman of the Audit, Compliance, and Management Review Committee, and serves on the Academic Affairs Committee, the Finance and Planning Committee, and the Health Affairs Committee.

Ernest Aliseda

Ernest Aliseda was appointed to a six-year term on The University of Texas System Board of Regents by Governor Rick Perry in February 2013. He serves on the Board for Lease of University Lands. Judge Aliseda is the Managing Attorney for the Loya Insurance Group, which is made up of several privately owned insurance companies and has been consistently selected among the top 20 largest Hispanic owned and operated businesses in the United States.  Judge Aliseda is also a municipal court judge for the City of McAllen and a Major in the U.S. Army Reserves, Judge Advocate General Corps. He serves on the Academic Affairs Committee, the Facilities Planning and Construction Committee, the Health Affairs Committee, and the Technology Transfer and Research Committee.

Biography
R. Steven “Steve” Hicks was appointed to a term on The University of Texas System Board of Regents by Governor Rick Perry in Feb. 2009, and was reappointed in Feb. 2011. He serves on the Board for Lease of University Lands. Mr. Hicks owns Capstar Partners, LLC, a private investment firm and controlling shareholder in DMX, Inc., a business media services firm; Andrew Harper, a travel publishing and services provider; and Harden Healthcare, specializing in skilled nursing and home health. Mr. Hicks was elected Vice Chairman by the Board in Feb. 2011 and reelected in Aug. 2013. He serves on the Board of Directors of The University of Texas Investment Management Company (UTIMCO).
