Performs advanced (senior-level) business analysis work. Essential Job Elements:
Oversees and enhances communication between business users and technical staff by promoting common understanding of goals, needs, capabilities, limitations, and constraints. Serves as IT Consultant for business partners. Oversees the analysis of program policies and processes of supported business units and develops and maintains a working knowledge of those processes and their primary goals and objectives. Coordinates and/or analyzes and documents business processes and workflows to identify potential improvements for efficiency and effectiveness of existing systems. Oversees the development and/or review and documentation of current user requirements and business rules from subject matter experts, business and legal documents, and existing software applications. Coordinates and/or develops, documents, and revises system design procedures, test procedures, and quality standards. Coordinates and/or tests and inspections of products, services, or processes to evaluate quality or performance. Develops the design or review of test cases; process change requests; participate in user acceptance testing, and manage a project’s scope, acceptance, installation, and deployment. May assist in training agency staff prior to the implementation of new or revised technical systems and offers advice and guidance during the implementation process.
Applicants must demonstrate on the application how the following qualifications are met: Graduation from a standard senior high school or equivalent. Graduated from an accredited four-year college or university with a bachelor’s degree in Computer Science, Business or related field (applicants may substitute education for full time experience on a year-for-year basis). Strong systems analysis skills, including the ability to elicit and document business requirements. Strong verbal and written communication skills. This position requires the employee to primarily perform sedentary office work; however, mobility (moving around the work-site) is routinely required to carry out some duties. This position requires extensive computer, telephone and client/customer contact and communication. It requires the ability to move and position oneself as needed for filing and similar routine office duties. The job also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. Ability to read printed materials and computer screens. The individual must be able to move and transport records, documents, boxes, and all related information and materials, weighing up to 20 pounds when required. The individual must be able to remain stationary for long periods of time when commuting to and from assigned destination and when traveling on state business including fieldwork and training assignments.
