General Description:
Performs complex (journey-level) or advanced business analysis work. Work involves gathering, developing, and documenting user requirements; reviewing, assessing, and developing business processes; creating and validating user acceptance testing; performing post-implementation support of systems; and providing research and special project support. Essential Job Elements:
Enhances communication between business users and technical staff by promoting common understanding of goals, needs, capabilities, limitations, and constraints. Develops and maintains a working knowledge of the primary goals, objectives, and business processes of supported business units. Analyzes and documents business processes and workflows to identify potential improvements for efficiency and effectiveness. Reviews and documents current user requirements and business rules from subject matter experts, business and legal documents, and existing software applications. Develops, documents, and revises system design procedures, test procedures, and quality standards. Conducts tests and inspections of products, services, or processes to evaluate quality or performance. May develop the design or review of test cases; process change requests; participate in user acceptance testing, and manage a project's scope, acceptance, installation, and deployment. May assist in training agency staff prior to the implementation of new or revised technical systems and offers advice and guidance during the implementation process.

Graduation from a standard senior high school or equivalent. Graduated from an accredited four-year college or university with a bachelor's degree in Computer Science, Business or related field (applicants may substitute education for full time experience on a year-for-year basis). Strong systems analysis skills, including the ability to elicit and document business requirements. Strong verbal and written communication skills. Experience: For the Business Analyst II - 3 years experience in a Business Analyst role or related function. For the Business Analyst III - 4 years experience in a Business Analyst role or related function. Applicants selected for an interview will be asked to provide a writing sample. In order to receive Veteran's Preference, a copy of the Form DD#214 will be required at the time of interview.

Knowledge, Skills, Abilities:
Knowledge of software development life cycle and systems development life cycle concepts; of business and management principles involved in strategic planning, resource allocation, leadership technique, production methods, and coordination of people and resources; and of project management principles and practices. Skill in business analysis methodologies; in analyzing and evaluating complex information technology programs, policies, and issues; and in developing creative and workable solutions to complex problems and issues. Ability to analyze and interpret technical information, including regulations, policies, and automation system documentation/specifications; to communicate effectively verbally and in writing; to translate user/business needs into a technical style; to communicate technical instructions to system users; to analyze, evaluate, and integrate business rules into system requirements; to develop document and revise testing procedures; to exercise sound judgment in making critical decision; to work independently and as part of a team; and to train others.

Physical Requirements:
This position requires the employee to primarily perform sedentary office work; however, mobility (moving around the work-site) is routinely required to carry out some duties. This position requires extensive computer, telephone and client/customer contact and communication. It requires the ability to move and position oneself as needed for filing and similar routine office duties. The job also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. Ability to read printed materials and computer screens. The individual must be able to move and transport records, documents, boxes, and all related information and materials, weighing up to 20 pounds when required. The individual must be able to remain stationary for long periods of time when commuting to and from assigned destination and when traveling on state business including fieldwork and training assignments.
