Area Contingency Plans

The Texas General Land Office works with federal, state and local agency representatives to create Area Contingency Plans (ACP) which:

  1. Address the removal of a worst-case discharge of oil or a hazardous substance.
  2. Mitigate or prevent a substantial threat of such a discharge from a vessel, offshore facility or onshore facility operating in or near the geographic area.

The Land Office Oil Spill Prevention and Response Program works with other agency officials to pre-plan joint response efforts, including appropriate procedures for mechanical recovery, dispersant use, shoreline cleanup, and protection of sensitive environmental areas as well as protection, rescue and rehabilitation of fisheries and wildlife.
