WSLCA has proposed federal legislation that would allow state trust lands located inside federal conservation areas such as wilderness and national monuments to be transferred to the federal government, with the states compensated through the right to select replacement lands from the unappropriated federal public lands outside conservation areas. 

This legislation would be an important additional tool to facilitate  state-federal land transfers, allowing federal and state land managers to make their respective landholdings more rational, for the benefit of both sound land management and public education funding.
