This is to give notice that the Texas General Land Office (GLO) under 24 CFR Part 58 has determined that the following proposed action under the Community Development Block Grant (CDBG) Mitigation (MIT) program and GLO Contract Number 24 064-000-E151 is located in the Federal Flood Risk Management Standard (FFRMS) floodplain and wetlands.

As such, the GLO will be identifying and evaluating practicable alternatives to locating the action within the FFRMS floodplain and wetlands and the potential impacts on the FFRMS floodplain and wetlands from the proposed action, as required by Executive Order 11988 and Executive Order 11990, in accordance with HUD regulations at 24 CFR 55.20 in Subpart C Procedures for Making Determinations on Floodplain Management and Protection of Wetlands. The proposed project is located in the City of Tomball area in Harris County, near Boudreaux Road (30.057462, -95.584123).

Written comments must be received by GLO at the following address on or before October, 22, 2026. A minimum 15 calendar day comment period will begin the day after the publication and end on the 16th day after the publication:

Amendment 1 to the State of Texas 2021 Winter Storms Action Plan includes the following changes:
- Fire Facilities and Protective Measures (FFPM) program updated to a two-phased approach, including a call for projects phase followed by an application phase and stratification of selection criteria.
- Grammatical, phrasing and formatting changes throughout the document.
All comments should be submitted to cdr@recovery.texas.gov by 5 p.m. on Oct. 15, 2026, to be considered. Per federal requirements, the GLO must respond to public comments before the amendment can be sent to the U.S. Department of Housing and Urban Development (HUD) for final approval.
