LAST CALL: Texas GLO Announces Dec. 31st Deadline to Apply for Local Hazard Mitigation Plans and Resilient Communities Programs

AUSTIN — Texas Land Commissioner Dawn Buckingham, M.D., is urging eligible communities to apply now for the Texas General Land Office’s (GLO) Local Hazard Mitigation Plans Program (LHMPP) and Resilient Communities Program (RCP) before both programs close to new applications on December 31, 2025. The GLO is encouraging interested eligible communities to apply before the deadline. 

“Knowledge of vulnerabilities and planning at the local level are key to minimizing disaster damage,” said Commissioner Buckingham. “The Local Hazard Mitigation Plans Program and Resilient Communities Program give Texas communities the tools to build more resilient futures. Communities have a final opportunity to develop plans and adopt codes that can help save lives and reduce property losses in the face of future storms.”

Funded through Community Development Block Grant Mitigation (CDBG-MIT) allocations from the U.S. Department of Housing and Urban Development (HUD), both programs are part of the GLO’s long-term strategy to help communities strengthen local planning efforts, modernize codes, and protect life and property from future disasters.

The Local Hazard Mitigation Plans Program (LHMPP) provides grants ranging from $20,000 to $100,000 to help eligible local governments develop or update FEMA-approved hazard mitigation plans or provide cost share for mitigation planning activities funded through other federal sources. The Resilient Communities Program (RCP) awards up to $300,000 per eligible applicant to support the adoption and implementation of forward-looking building codes, zoning ordinances, and land use plans. Funds may also be used for community outreach on best practices, flood insurance, and risk mitigation. To qualify, applicants must have authority to enforce building codes. All applications must be submitted by 11:59 p.m. (CST) on December 31, 2025. Eligibility will be processed on a first-come, first-served basis until funds are exhausted. Applicants must be in an area designated as eligible by HUD for CDBG-MIT grant funds and must meet FEMA’s definition of a local government under 44 CFR 201.2.
