2024 Disasters Programs for Homeowners

On July 9, 2025, Texas Land Commissioner Dawn Buckingham, M.D., announced applications for home rebuilding and repair reimbursement programs are available in 27 federally designated counties impacted by multiple disasters in 2024. The Texas General Land Office (GLO) allocated $244,100,000 for the Homeowner Assistance Program to help repair and reconstruct owner occupied single-family homes. The GLO also allocated $43,100,000 for the Homeowner Reimbursement Program to provide eligible applicants with reimbursement for out-of-pocket home repairs between $3,000 and $75,000 for stick-built homes and $3,000 and $50,000 for Manufactured Housing Units.

The funding for both programs is provided by U.S. Department of Housing and Urban Development (HUD) through the Community Development Block Grant Disaster Recovery (CDBG-DR) program to support recovery programs in federally designated areas impacted by the Texas Severe Storms, Straight-line Winds, Tornadoes, and Flooding (DR-4781) and Hurricane Beryl (DR-4798), otherwise known as the 2024 Disasters. HUD granted $67,326,000 to Harris County and $314,645,000 to the City of Houston for the 2024 Disasters and each entity will be responsible for administering the funding directly. Residents of Houston and Harris County are therefore not eligible for these programs.

The programs are only available for a main home (primary residence). Homeowners can only apply for one of the two programs - either reimbursement or repair/reconstruction assistance. An application must be submitted along with required documents for consideration. Applications for both programs will be reviewed on a first-come, first-served basis and eligible homeowners are encouraged to apply immediately.
