2024 Disasters Affordable Rental Program (ARP)
The Texas General Land Office (GLO) allocated $88,100,000 for the Affordable Rental Program (ARP), which provides funds for rehabilitation, reconstruction, and new construction of affordable multifamily housing projects in areas impacted by 2024 Disasters. Funding is available through the Community Development Block Grant Disaster Recovery (CDBG-DR) program, administered by the GLO.
There will be a single application cycle open for all requests for funding under the Affordable Rental Program (ARP). The state may use CDBG-DR funds to rehabilitate units directly damaged by the disaster events or construct units to satisfy losses resulting from the events. Tie back to the disaster may be accomplished either through documented direct damage or demonstrated loss to local housing markets.

The 2024 Disasters Affordable Rental Program opens March 10, 2026, and closes May 10, 2026, at 5:00 p.m. (Central Time). Only applications submitted by this deadline will be considered.
On March 10th, the GLO will hold a webinar to provide details about the program requirements and application process.
