Homeowner Assistance Program announces major milestone

Construction continues as application rates reach successful subscription levels in 17 of 48 counties

AUSTIN — Today the Texas General Land Office's (GLO) Homeowner Assistance Program (HAP) is announcing it has reached a major milestone with application levels in many counties achieving full subscription, meaning applications in those counties now outnumber available funds. This success of marketing and outreach means the program in many areas can focus fully on processing eligibility for submitted applications and completing construction for thousands of families whose lives are being rebuilt as a result of this effort.

"The Homeowner Assistance Program is dedicated to helping thousands of Texans who are still in need of help to rebuild their homes and their lives," said GLO spokesperson Brittany Eck. "The GLO allocated more than a billion dollars to the Homeowner Assistance Program, but - as we have stated since the beginning - we expect to receive far more applications than funds available. The program is first-come, first-served, and the funds are limited. Regional offices will continue taking applications in case more funds are appropriated, but if folks are interested in applying, they should do so now."

The GLO has reached full application subscription, but will continue accepting applications on a wait-list basis, in the following 17 counties:

Hardin

Nueces

Bee

Jackson

Orange

Calhoun

Jefferson

Refugio

DeWitt

Jim Wells

San Patricio

Goliad

Kleberg

Victoria

Gonzales

Lavaca

Should additional funding for housing recovery become available through the U.S. Department of Housing and Urban Development's (HUD) Community Development Block Grants for Disaster Recovery (CDBG-DR) program, wait-listed applications will be reviewed for eligibility on a first-come, first-served basis.

The HAP regional offices will remain open and homeowners can continue to submit applications. For individuals not within the counties listed above, the GLO encourages you to apply as soon as possible; however, submitting a complete application does not guarantee either eligibility or funding availability. Homeowners in all eligible counties can also submit an application online or in-person at one of the program's Homeowner Assistance Centers.

Information on the Homeowner Assistance Program:

The GLO allocated $1.334 billion in CDBG-DR funds from HUD for rehabilitation and reconstruction of thousands of owner-occupied single-family homes in 48 counties that were damaged by Hurricane Harvey. Homeowners in Harris County and the city of Houston can apply for similar programs funded by direct allocations. Individuals affected by Hurricane Harvey may qualify for assistance through the Texas Homeowner Assistance Program if they owned their home, it was damaged or destroyed by Hurricane Harvey and it was their primary residence at the time of the storm, among other eligibility factors. The program offers qualified homeowners assistance to repair, rehabilitate or rebuild homes damaged by Hurricane Harvey. Applications will be considered for award on a first come, first served basis, according to the priorities outlined in the Regional Housing Guidelines.
