2018 South Texas Floods
The U.S. Department of Housing and Urban Development (HUD) issued funds for Community Development Block Grant Disaster Recovery (CDBG-DR) in response to flooding in 2018.

There are multiple programs for the CDBG funding for 2018/2019 disasters.
2018/2019 Homeowner Assistance and Reimbursement Programs (HARP)
In April 2021, the Texas General Land Office launched the Homeowner Assistance and Reimbursement Programs (HARP) in all eligible counties affected by flooding events in South Texas and the Rio Grande Valley in 2018 and 2019, as well as Tropical Storm Imelda in 2019.
The GLO allocated $137.8 million of Community Development Block Grant - Disaster Recovery (CDBG-DR) funds from the Department of Housing and Urban Development (HUD) for the Homeowner Assistance and Reimbursement Programs (HARP) for repair or reconstruction of owner-occupied single-family homes and reimbursement up to $50,000 for certain out-of-pocket expenses incurred for repairs including reconstruction, rehabilitation, or mitigation. Repayment of SBA loans was also eligible for reimbursement.
HARP Regions:
- South Texas and the Rio Grande Valley ($66,196,000): Cameron, Jim Wells, Hidalgo, Willacy
- Tropical Storm Imelda ($71,604,000): Chambers, Harris, Liberty, Jefferson, Montgomery, Orange, San Jacinto
HARP was a first-come, first-served basis and all homeowners were encouraged to apply immediately. Applications could be completed online, via telephone, or in person. The application closed at 5 p.m. on April 28, 2023.
Potential applicants were encouraged to review the Homeowner Assistance and Reimbursement Programs Checklist to have all applicable documents ready prior to applying. In-person assistance was available at regional Homeowner Assistance and Reimbursement Programs offices. For assistance, interested participants could also email cdr@recovery.texas.gov or call 1-844-893-8937.
