Environmental Oversight - Guidance

Pursuant to HUD regulations at 24 CFR 58, an environmental review must be conducted for each CDBG-DR and MIT-funded activity to comply with the National Environmental Policy Act (NEPA) and related laws and authorities.

The GLO Community Development and Revitalization Environmental Oversight Division manages the environmental review process for all disaster recovery and mitigation contracts by providing technical assistance, conducting training, accepting requests for the release of funds, and coordinating a monitoring and enforcement program for subrecipient programs. If a subrecipient is a unit of local government (typically a city, county, or federally recognized Indian tribe), the subrecipient will be responsible for the contents and conclusions of that review. Environmental reviews must be completed before any funded activity begins to satisfy all federal, state, and local requirements. The environmental review record should be maintained and updated locally by the subrecipient and in GLO’s system of record. The record should include all documentation, including, but not limited to, review worksheets, public notices, agency consultations, supporting documents, documentation to satisfy mitigation requirements, and re-evaluations conducted prior to project scope changes.
