Temporary Housing Program
Following Hurricane Harvey, the GLO was asked to stand-up a temporary housing program funded by the Federal Emergency Management Agency (FEMA). This was the first time a state had been asked to partner with FEMA on a short-term, temporary housing mission. FEMA administered the application and eligibility process, while the GLO dispersed resources to those deemed eligible by FEMA.
Now that the program has ended, the GLO remains ready to serve Texas in this manner, if and when called upon.
The FEMA-funded Temporary Housing Mission included these programs:
- Manufactured Homes
- Travel Trailers
- Direct Lease
- Permanent Housing Construction (called Direct Assistance for Limited Home Repair – DALHR, during Hurricane Harvey)
- Partial Repair and Essential Power for Sheltering (PREPS)
The Hurricane Harvey Short Term Housing mission was a locally led, state supported and federally funded effort to return Texans to their homes and communities as quickly and safely as possible.
The application for Hurricane Harvey FEMA-funded assistance closed November 30, 2017.
Temporary Housing Units (THU) Sales to Occupants Program
A year after Hurricane Harvey, FEMA granted a Temporary Housing Units (THU) Sales to Occupants program for survivors still residing in federally funded manufactured housing units and travel trailers in counties and municipalities wishing to participate in the program.
