Notice and Opportunity to Comment on Requests for Consistency Agreement/Concurrence Under the Texas Coastal Management Program
On January 10, 1997, the State of Texas received federal approval of the Coastal Management Program (CMP) (62 Federal Register pp. 1439 - 1440). Under federal law, federal agency activities and actions affecting the Texas coastal zone must be consistent with the CMP goals and policies identified in 31 TAC Chapter 26. Requests for federal consistency review were deemed administratively complete for the following project(s) during the period of June 29, 2026 to July 3, 2026. As required by federal law, the public is given an opportunity to comment on the consistency of proposed activities in the coastal zone undertaken or authorized by federal agencies. Pursuant to 31 TAC §§30.20(f), 30.30(h), and 30.40(e), the public comment period extends 30 days from the date published on the Texas General Land Office web site. The notice was published on the web site on Friday, July 10, 2026. The public comment period for this project will close at 5:00 p.m. on Sunday, August 9, 2026.

Applicant: U.S. Coast Guard
Location: The project site is located in the Laguna Madre, at the United States Coast Guard (USCG) Station at 1 Wallace Road, South Padre Island, Cameron County, Texas.

Project Description: The applicant proposes to rebuild and construct new facilities and waterfront infrastructure on the existing site to support future operations of the USCG based at the Station. The Project would occur within an approximate 9-acre area consisting of developed or vacant land areas and approximately 1.5 acres of marine footprint. The Project includes construction of waterfront infrastructure to accommodate the full complement of assigned and jointly operated vessels, including covered mooring slips, a boat ramp sized for vessels up to 45 ft., and dedicated boat maintenance and storage facilities. Shore-side facilities will include operational and administrative space for Station, ANT, Sector Corpus Christi, Deployable Specialized Forces, and co-located CBP partner agency personnel, a JOC, personnel housing and all ancillary required facilities, and supporting site infrastructure including security fencing, vehicle parking, and maintained access to the collocated aerostat surveillance pad. In-water structures to be demolished include a pier on the north side of the marina, and three piers within the marina. Approximately 0.036-acre of fill would be placed within wetland E2SS3 for the construction of an interior facility road and approximately 558 square feet of rock riprap would be replaced along the shoreline at wetland E2SS3. Two piers would be constructed within the existing basin. The south pier (Pier 1) would be approximately 152 feet by 10 feet and would be supported by 14, 18-inch square piles. The north pier (Pier 2) would be approximately 202 feet by 10 feet and would be supported by 14, 18-inch square piles. A 20-foot by 150-foot boat ramp (3,750 square feet [sq ft]) would be constructed on the north side of the property for launching and recovery of vessels up to 45 feet in length. A temporary sheet pile cofferdam would be used for dewatering during construction of the boat ramp. Approximately 147 feet of concrete sheet pile would support the north side of the boat ramp with one 42-inch concrete pile for mooring and approximately 106 feet of concrete sheet pile on the south side of the boat ramp. Approximately 462 sq ft of rock riprap would be placed for a stormwater outfall on the north side of the proposed boat ramp and would be bordered by approximately 68 feet of concrete sheet piles. Approximately 2,750 cubic yards (CY) of dredge material would be produced from an approximate 0.4-acre dredge footprint to a maximum depth of -12 feet mean lower low water (MLLW). Dredge material would be placed at the federally approved PA 2 placement area or within on-site uplands. Covered mooring slips would be placed north and south of Pier 1 and would be approximately 10 feet by 10 feet and supported by 3, 18-inch square piles (16 in total). Construction is estimated to take approximately 2.5 years.
