Public Notice of Program Change Approval
Texas Coastal Management Program
Notice: Pursuant to 15 CFR § 923.81(e)(5), the Texas General Land Office (GLO), on behalf of the Texas Coastal Management Program (CMP), hereby gives public notice that the National Oceanic and Atmospheric Administration’s Office for Coastal Management (NOAA OCM) has approved the GLO’s request for Texas CMP program change TX-2025-1, effective July 16, 2026.
Background: The State of Texas is a participant in the National Coastal Zone Management Program established pursuant to the federal Coastal Zone Management Act (CZMA). The Texas CMP, composed of a network of agencies and authorities that manage land and water uses in the coastal zone, received federal approval in 1996. The CZMA authorizes States with federally-approved programs to review federal actions which have reasonably foreseeable effects on coastal uses or natural resources in the coastal zone, including federal agency activities, federal license or permit activities, and federal financial assistance activities, for consistency with the enforceable policies of the State’s program. As the underlying state statutes and regulations for coastal management programs change, states may submit program changes to the National Oceanic and Atmospheric Administration (NOAA) for approval to incorporate the changes within the State’s federally-approved program.
Approved Program Changes: On July 16, 2026, NOAA OCM issued its approval letter (subject to the qualification stated therein) for the requested Texas CMP Program Change TX-2025-1. NOAA OCM’s approval letter and attached Table of Approved Changes for TX-2025-1 may be found here: Federal Consistency | Texas General Land Office. All changes fall within existing state authority and do not substantially change permissible uses in the coastal zone. No new policies have been added to the Texas CMP.
As of the date of NOAA OCM’s approval letter (July 16, 2026), the enforceable policies identified in the Table of Approved Changes for TX-2025-1 shall be applicable in reviewing federal actions pursuant to the federal consistency requirements of the CZMA and its implementing regulations at 15 CFR part 930.
