Regional Office and Satellite Office locations:

Regional Offices are permanent and will be staffed 5 days a week. Satellite Offices are temporary and will be staffed during the times listed until the application intake phase of the program is closed. There is not an estimated date for application intake closure at this time.

The Homeowner Assistance Program is regulated by federal requirements, which the Texas General Land Office must follow and cannot waive. Failure to provide the documentation or information needed to meet federal requirements will result in the program determining an application as ineligible. The following are a list of reasons for an applicant being deemed ineligible: 

• Failure to provide required documentation by deadline.
• Failure to provide proof of legal status.
• Failure to provide proof of ownership or additional owner consent.
• Failure to provide proof of current mortgage payment.
• Failure to provide proof of zero balance owed for property taxes.
• Failure to provide proof of zero balance owed for child support.
• Failure to provide proof of residency at the time of the 2024 Disaster.
• Failure to provide proof of at least $8,000 in damages tied to the 2024 Disaster.
• Failure to provide proof of payment for repairs made after receiving other disaster assistance.
• Failure to have flood insurance since the 2024 Disaster (only if household received previous federal housing assistance or household income is >120% AMI).
• Failure to accept project type awarded (ex: applicant requests rehabilitation rather than reconstruction if estimated cost of repairs >$90,000).

Know Before You Appeal

1. A case manager will contact the applicant to explain missing documentation and establish a deadline to submit it.
2. Once all applicant eligibility requirements are met, case manager will schedule a Midpoint Eligibility Verification meeting to confirm items that may impact the project type and the household’s additional needs.
3. Once Midpoint Eligibility Verification is complete, the case manager will contact applicant to schedule environmental and damage assessments.
4. Once site eligibility requirements are met, case manager will schedule a Pre-Construction Conference to review and sign the following:
   • Project scope of work
   • Site plan
   • Construction procedural documents
   • Unsecured Forgivable Promissory Note
   • Subrogation Agreement
5. Once home is complete, the case manager will schedule a Post-Construction Conference to review the following:
   • Warranties
   • Homeowner maintenance
   • Insurance
   • Other applicable documents
6. Homeowner must maintain the following for three years:
   • Ownership
   • Primary residency
   • Property taxes
   • Insurances
